Fundamentally it's because the consensus mechanism and the virtual machine (state machine) are separable. It's the PoW consensus mechanism underlying Ethereum that is responsible for the high fees and low transaction rate. The Ethereum Virtual Machine (EVM) can be run on an entirely new consensus protocol called Avalanche, which allows for high transaction rate and sub-second finality. It does this by giving up on deterministic vote sampling and instead accepting a probabilistic result based on repeated rounds of random sampling a la gossip networks. Avalanche supports multiple networks, each of which can run multiple chains, each of which encodes a virtual machine.
