OCR has been since 2019, the eth-usd feed has been up since then.
Also arb rollups technically work now, there is no large technical hurdle. I suspect they are building out a seemless dex where people can lock funds in subnets and move in and out of eth mainnet wihlthout even knowing about it to enable HFT cex style.
