Premium over "spot" price is what you pay for the privilege of holding your own physical stock. As you pointed out 30% is the norm, you will be hard pressed to find much of a deal. Cull grade coins are usually (but not necessarily) pretty banged up. By definition, culls are coins that would have been pulled by banks from circulation and send back to the mint for smelting into new money. Think old quarters that have been in circulation so long that they're basically slick, all the surface detail rubbed down. The only problem with the silver backed currency thesis is that would actually be a return to sound bullion money, the very antithesis of the US government. You cannot grift nearly as easily with a sound dollar as you can with a fiat dollar. Russia and China only buy gold because the USD is a tool of imperilist power. The Focus on the Chinese and Russian gold hoards is primarily due to their size. Both nations have a large PM mining sector and their governments buy up a large portion of what comes out of the ground. India has a ton of gold, but mostly in the hands of its population rather the government, and Brazil is open to being paid in gold or gold equivalents in trade for its food exports.

The most the US can hope to do is force some semi-equitable ratio between their silver peg and the BRICS gold peg.
