There's a ton of recent research that has gone into the link between genetics and behavior. The MAOA-2R gene has been conclusively linked with violent behavior, and you can guess which populations have an overrepresentation of it. Even wikipedia doesn't hide it. There are a ton of other genes like this but I'm not going to spend 30 minutes explaining them.

So the answer is simple: filter them out. If a few get through then kick them out when they get caught. 10 years conditional citizenship should do it, after you pass that you're in and you get your original collateral back (plus interest).
