You're talking about matters on entirely different scales of function to one another. A global banks minimum reserve capital limits are pretty much unconnected to a branch bank running out of paper money to dish out to the crazies.

What is bad is that bank branches will dry up their paper fiat stock far quicker than the parent company comes to dipping dangerously low into their digital reserves limit. I would guess that if the wrong ten customers stood at the front of the queue and demanded their entire accounts be handed over then most small town branches would already be starting to sweat.

In America you don't need to tell them what you're using the money for, but you need to tell them in advance if you want to make large withdrawals. If you take out 10k or more at one time you get put on a watchlist because they assume wanting large amounts of cash means you could be going to use it for something illegal.
If you want to build up a lot of cash you need to withdraw like 9k each time over a fairly long period of time, but using ATMs helps obviously.
