Because the stock already existed and was largely owned by Thiel, Karp and guy number 3 (they have the majority) and the remainder was largely in the hands of shareholders, the ICO allowed about 15% of the stock to be released to the public. The maxinum is that about 49% will go public, based on the three big guys owning the majority.

Normal ICOs tend to only let 10% go, but because PLTR stock already existed there was a larger amount allowed free.

Non-PLTR institutions don't own much because they simply weren't allowed to buy it up in a private sale, which is why there was so much FUD and attempts to short it several months ago. Big brain says that when the lockup ends and the price drops for a few days is the best time to buy, because institutions will take the opportunity to finally get their own share of PLTR stock which should drive the price up to 100 dollars by EOY.
