Not true, some like Kleros have miniature Tether pairs accounting for less than 10% of the volume. Over 40% of LINKs volume, for comparison, is Tether. Alts like the former didn't pump while alts with at least 30% of all volume in Tether all just rocketed up in a single candle.

This might be the beginning of the Tether rugpull where they don't even try compete with the US treasury regulations, they just take the coins and walk away.
