According to the rules of the moratoriums, tenants still owe the money, they just can't be evicted yet. Which just means that deadbeat tenants are piling up huge debts that landlords won't ever be able to collect, and landlords are unable to make payments on their mortgages and will eventually get foreclosed upon by the banks. We've seen what happens to the market when they're squeezed out (ie, NY/San Fran, etc where $2500/month gets you a tiny 1bdr appt).
