Think of Ethereum as an over congested dirt path with a toll booth sitting on it causing all the traffic to back up.. You may only proceed if you pay the tool booth fee. Depending on the time of day and the amount of people on the dirt path depends on the toll booth fee. If there are not many people on the dirt path the Toll Booth fee is Between $3-5 If the road is heavily congested you can expect to pay anywhere between $100 - $1000 to pass.
