These institutions are buying bonds from the government and selling them to the Fed. There are ways to sell your own bonds. Basically you get them from TreasuryDirect and transfer them to a broker to be sold in the open market but I'm not sure of the details. I don't know how profitable that would be, because yes the house always wins (the brokers, exchanges, market makers etc.).
