Is there an exchange that lets you get USD from ETH in a place like Liberia?

All you would need to do is be an American citizen, and you could give $ for ETH, but you could only give out 75% of the value and keep 25% of whatever transaction. So if somebody runs 1 million dollars in ETH, you get $250,000 for running the exchange
