Pretty much, yes. Except you also need to factor in the size of the market. Setting at 0.25 gives you 25bn of total bandwidth. Not enough to cover a minute’s worth of daily transfers. The set price needs to allow a high enough bandwidth for the market: 6.6trn - to use your number (I understand it to 20trn) - per day, though with sufficient liquidity, you’d need a lower value because you’re not tying up the entire supply at any one time), so a total bandwidth of, say 1-2trn, using your numbers (or maybe 5/6 using mine)
