Then fees get cheap and people don't need to use L2s and can transact directly on chain? I personally think it will not matter all that much. people will always use the base chain enough for fees. Even if it's just exchange transfers, bridge node transfers to eth/dot, lightning channel opens and closes, or other reasons.
