Share price for etfs and individual company stocks may gap up or down at premarket open depending on buy or sell interest that day. Premarket is normally low volume and it's not necessarily wise to attempt to buy in during it as price can rapidly shift after opening bell with the much higher volume. That's how you get the classic gap up sell off within first hour of the session. So don't think you're getting screwed somehow by not trading after hours and premarket. However, if you want to trade during those periods you may be able to if your broker allows.

Now as for leveraged ETFs, they are tied to the benchmark they track. So, say you have a 3x S&P etf and the S&P does a gap up open that day. Your 3x version will open at approximately triple the movement the S&P has made relative to the closing price of the previous day. eg, S&P opens +0.50, leveraged etf opens about +1.50.
