The valuation of a specific dataset can be more accurately determined by entities/experts operating within the same industry. The official Ocean Market will be open to everyone, but not every anon is capable of determing the worth of a specific specialized dataset. It's likely enterprise will create their own versions of the Ocean Data Market which will be restricted to other companies operating in the same industry allowing more relevant price discovery of the data.

As Trent said, there will be many data marketplaces, and Ocean Market is merely one of these.
