How do I start this kind of business, should I charge a fee for the add? or because Im starting, ads free for the first x amount of people, and then charge. Or maybe with donations?,google ads?

I live in Medellin/ Colombia, there is not much web advertising market like craiglist here, but people uses internet a lot, so maybe it will work. If i promote it by the complex administrator people probably use it.

An apartment or community or localized service and activity or jobs board will always be eaten by Facebook or whatever becomes the dominant social media used in that area. There isn't much money in being the middle man unless you want to try to build out a community to go with the website if not it's an unncessary idea.
