Even if gold and silver bullion was banned for purchase with FedCoin, there are alternative stores of value, like cigarettes, whiskey, luxury soup, Air Jordans, whatever people want that doesn't perish you can buy it and barter it. keep in mind, this will be a temporary thing, any sort of fed coin or world IMF coin will fail, and it will fail spectacularly. Much like the lead coins get spent, while the silver coins get hoarded, thebad money will flow while people hoard the good.

Even if the extremes happen, like outlawing of PM's, no selling/buying allowed (more likely they will let you sell it to central banks but not buy) its only a matter of making it through to the other side.

Fed/world coin is the reset, not the solution, once debt and the chaff has been removed with this, its time for PM's to come into play. Likely with CB's and the big players having used the chaos to ensure they have most of the PM's meaning they get to keep everything they had before, and everything they bought for peanuts during the crisis.

New processing tech exists to catch lead, zinc, cadmium and arsenic in contaminated water. I am trying to remember the name but its basically like giant wine presses that you force the discharge waste water though before going to the settling ponds, this setup catches 95% of heavy metals in water. Its been used at Mt Polley and a few other major mines in BC, I am sure its used in the US as well. Also I am betting the back ground water near the mine from the hillsides has elevated heavy metals naturally leaching which they will be given credit against. So long as they dont go over their allotted water discharge rate they should be fine.

afaik nobody is allowed to discharge water above EPA guidelines even in naturally contaminated areas. They won't be responsible for natural water outside their property, but they'll have to clean up ALL water coming from their site, including natural contaminations. US law is weird that way. If you own the mine you have to clean up any mess that was there before you. Including stuff that's been contaminated for millions of years.

yea thats the same way it is here, although often the Canadian gov will allow you some leeway with ground water if its at a specific level naturally emitting from the ground. Our regs are written so the miner has to clean up the last guys mess but if the natural environment is naturally contaminated you only have to do the best you can. I don't know the finer details though about our water regs as well as I should, I am not a water techie.
