The DEX is very close to polished. Relying on ETH let alone ETH 2 to build a scalable DEX for 2021 is not impractical.

The devs of a "no-ico" project put forward a proposal to mint a few extra coins to fund their work - in 6 digits, and I believe most of it is locked away.
The MNs voted to approve this proposal.

All further funding is voted on by the MNs, so if the work is unsatisfactory, the MNs can vote to deny them monthly release of funds.
