How does it achieve consensus when acting as an oracle? Does it have a solution to the gas problem like links tsigs? How does it handle randomness? Which blockchains is it currently on? How many nodes is it operating and how many billions has it secured on the blockchain so far? Is it sybil resistant?

They're not building it for their dapp, their building a platform that aggregates all the oracles, so there's no dependency on a single oracle. Other projects can then use Octo.Fi's tentacles platform to get the best results out of all the oracles data aggregated. No project is doing this right now. If you don't see how big this is, you're really missing out.
