Windows support is already under way. Raiden devs started out small with OSX/Linux and now the time has come for it to scale a lot more with Win support. It appears that XSN's LN backup mechanism will be parlayed to Raiden too.
As it stands, you could use test LN/Raiden swaps from Windows right now via WSL. Of course, that is quite a bit involved all to run one client. I don't see a direct Windows port taking very long as both teams have already done cross-platform builds and X9 has done all three so they should be able to help the Raiden devs with Windows-related quirks.
