Blockchain layer can be utilized for many things and one of them is as a security layer to determine authenticity of data.
Fees and usage of blockchains has already been written by both Ari and Satoshi.

Implementing fees can be done to mitigate spam attacks which makes them extremely expensive. Even a fee of $0.01 per transaction will not make a spam attack worthwhile.
