At this point for ETH the just need to scrap it, but the point of a layer one is to keep a decentralized main chain to build a software stack on.
That way transactions on the 2nd layer can consolidate to the first without affecting decentralization.
Also layer 2 can update fast while layer 1 stays hardened. This distributes risk.

The point of a blockchain is to make sure that people can run nodes to enforce consensus rules. This mitigates attack from within by miners and helps against attacks by nation states and powerful groups, because the nodes will reject their blocks. Without this as a strong emphasis you might as well just use a normal database. Bitcoin is going after global reserve status which means it needs the best possible armor in world. Ethereum still doesn't even have a vision for what it is, or what it's supply will be

Seriously though are there any good defi dapps on any other blockchain that I can use right now? Like on EOS or Harmony etc?

If there aren't, why hasn't anyone made one? Isn't there a demand for defi with low transaction cost, wouldn't there be a lot of money to be made to the first one who made something like Aave or Synthetix but on a blockchain that isn't as expensive as ethereum?
