you can sell to yourself to set the market, but it's traceable and in the end you still have to get someone else to pay that price. just because you sold to yourself at $1 doesn't mean someone else will buy at that price. also, there is also the problem of liquidity. if he makes a uniswap scam he will have to put up the eth for it as well, as you said.
this is often why people say, for example, a team might have $3,000,000 in tokens but if they rugpulled the project, they'd only be able to scam however much the liquidity allows them to
