this is a very gross simplification. First off, exchanges own the majority of these wallets. And if the exchange has lots of money, these are international storages were talking about. So, of the 2 million, 500,000 of them could all belong to Coinbase cold storage and 500,000 to binance.
That said, people who hold lots of XRP on exchanges (many people do despite the not your keys, not your coins meme) their wallets arnt even counted because their actual wallet address is used for many many many different accounts.
Also consider many rich XRP holders spread out wallets.
