I happen to have some knowledge on this. The problem is not that CUDA is the only GPU language, its that why does it exist when you DON'T NEED GPU specific languages. Most deep learning tasks are running on gpus directly with C+ + handles and CUDA revisions are looking more and more like said C++ handles that run on both cpu and gpu with few modifications. AMD GPUS have HCC which is Clang based GPU language. C++ just compiles out the box and runs on the GPUs (because they behave like ryzen cpus)

In short, CUDA monopoly doesn't really exist anymore Nvidia just has a lions share of the market thanks to its initial push and continuous support for CUDA along with superior GPU offerings.
