They're not and it only happens within the tech sector so they can get tax exemptions and virtue signal about how diverse they are to institutions. The whites and Asians still do all of the work.

These days, the corporate programming jobs requires

>attention to detail
>willingness to work long hours
>some iq threshold (105? maybe lower)
>basic writing skills / collaboration
>willingness to do incredibly boring things

The last one is most important. The only people that tolerate this are asians/whites. Most URMs literally can't handle the monotony/sterility of tech work. I'm guessing it has more to do with nurture/culture type of stuff, because the competent URMs I work with are extremely boring, dull people like me
