Its easy to replicate the model.
While living in Pattaya many years ago I ran a pizza delivery service called PornPizza (porn being a common thai girls name as well as the movies).
The Pizza box was printed with a picture of the girl in a provocative pose at the base of the pizza.... every slice revealed a little bit more... Also the pizza menu was in numbers and the girls all had numbers.. So for a fee to the business she would deliver the pizza, she could then negotiate a service fee at the door and decide if she wanted to go inside for 'boom boom'. Pizza sold pretty well. Business went well also. Sold it. Dont think it is running now but when Covid moves over it could easliy be a winner again.

Yes this was back in 2011 I had to head back to Australia. It was going very well. We made our money out of reasonable quality Pizza (which is expensive foreign food over there) and 'bar fines' AKA pizza delivery. The Police also started to get a bit heavy with their Tea money the more we made money. I think the guys who took over it (who were Thai) failed though. The basis of the business was Pizza done sexy. They kind of cut back on the pizza costs from what I heard. It was a lot of fun. pretty sure nobody is doing it now.

It depends on what level business. I have a Thai wife so it is easy for me. But without that you would have to set up a Thai pty ltd company. There are some costs for this but it is very doable. YOu can also just open a business and start trading but the police will come along and threatent o close you down, taking bribes that get larger and larger the more successful you get. Thaivisa.com has all the info you need for setting up a business in Thailand.
Police- yes they are corupt... the good thing about this is - they are corrupt.. that is also the bad thing. Act poor, show no wealth.. learn to speak the language (especially if not exclusively about money) thsi will help keep the bribes down on the low low. Its bad they are corrupt as they always want money 100baht for this or 200baht for that... but on the larger scale of issues a few whiskey bottles and a free motorbike and pretty soon a couple of high ranking ones are on your side should there ever be a 'problem'. This is also the good thing because if they know they can trust you and you have a 'corrupt' relationship with someone in governemtn or high police absolutely ANYTHING is possible. You can get permits for the impossible if need be. Its the same with all South east Asian countries though my experience only extends to Laos, Thailand Cambodia. So yes if you want to set up a ToyBoy Hooters - easily done (it is one of the biggest gay sex P4P places in the world. But obviously after Covid. I think they will be offering a lot of incentives for foreigners to come back.
