Only 220,042 sky blue cards can currently be issued and thats without issuing steel or slate cards.

If 1100 Slate cards are issued only 110,021 sky blue cards can be issued.

If 1100 Slate cards are issued along with 11,100 Steel cards only 55,010 sky blue cards can be issued..
