My schizo intuition thinks that banks are being paid in xrp, in addition to the swift replacement value proposition. It would also make sense why these large players would work to keep the value down until they have their pieces in place. It could also be used to bribe regulators in a legal manner by essentially conducting business with them at current market value, knowing the price will increase in the future.
