I would recommend something closer to middle class luxuries in a fast growing city. Something like a recognisable Fastfood Franchise or imported sweets or something similar. Abuse the fact that manpower and to a slightly lesser degree rent is still extremely cheap but that there's a growing middle class with expendable income.
