Well I have some for you to look into;
LEND, Ocean, Ren, Aergo, Handshake (HNS), and PNK has been on the move recently, its got similar vibes to link in some aspects but I don't know concretely what they've got other than the concept idea atm.
So there you have some projects in diferent price ranges that could be worth looking at yourself.

I think you're doing this wrong OP. You are looking for something low cap but with institutional investors and advisors? Those investors would logically control a large portion of the supply.

DeFi? Anyone can create their own index or mutual fund now on balancer or melon.

Privacy is the next big wave on Ethereum after DeFi. Look into what 0xMonero is doing.
