It's legit people catching up to an undervalued legit af emerging tech project that it going to produce huge value once it's usage becomes "normal". One of the main reasons is that both payment related blockchains (Elrond confirmed, I think Cardano as well, so others have or will followed) as well as companies like JD, possibly Alibaba too will use ARPA private decentralised computing in their own processes.
