I seriously have been having the exact same issue. I talked to an IRS rep yesterday, and apparently the issue is that someone in NY filed a tax return under my SS#; I have to go in person to have my identity verified, which is impossible currently.
They have been investigating it as identity fraud. I suspect it is connected to exchange KYC.
