Actually because Chinese scammers can not be prosecuted by westerner law enforcement. Like India Microsoft support tells you, you have virus and must team viewer you desktop to them, but when you call you local police they won't bother to try arrest them in india

Most real legal projects in China won't bother to make connections and partners outside China because they would need get permission from Chinese government and that they can't bother with

Chinese scammers simply set up fake website in third countries because Chinese government can't check on the outside and western police can not get Chinese scammers in China

China is an incredibly restricted nation. Their internet is especially restrictive. See Zoom. Any Chinese influence on decentralised networks, won't be in good faith. China wants to enslave the world for the sake of efficiency, and already they have a vice like grip on Bitcoin.
