Is it illegal to break a sites ToS? Let's say, that I want to send messages to the users of site A, telling them how shit site A, and how better site B is.

And I do that even when banned, etc. Is that legal?

And what's the general limit to what I can lie about? Nothing that will injure people but lying about stats, expectations, money, size, things of that nature.

Unless hacking, it is legal. Worst thing that will happen is you being banned. Make sure you use proxies. If you spam or do something unethical like use bots, a possible lawsuit could arise. But have to be very large scale. Pinterest spammers using 50 plus bots have never been arrested.

If you have a clear financial interest in site B and represent ownership of site B, and you're hurting site A financially by doing this.. Depending on the scale of the sites and the scale at which you do this, it MAY be illegal. My opinion: You're not fooling anyone, and you may be on the spectrum of either sandnigger, or autism.

The ToS is an agreement between you and the website. Breaking it can lead to damages and it might not.

Here is a legal rule of thumb. If you think you shouldn't be doing something, chances are you shouldn't be doing it. If you feel like you are doing damage to somebody, he might feel like having you repay the damages. It's that simple.
