EXTREMELY limited. There's a lot of phone/internet/tv in rural Alaska that literally wouldn't exist if it wasn't for the 1/2 companies literally awarded monopolies and small initial government grants to make sure they were connected up.

They would simply hemorrhage too much money to competition co-opting their infrastructure to make it without that guaranteed source of income, and then said competitor could just hijack millions in hardware in the name of 'keeping the lines open' without spending a penny.

It wasn't great, but there was no other way to get those people connected to the grid, and therefore in reach of things like healthcare and critical weather updates.
