It's a bit of a vicious cycle. Those who do these things only get richer to the point they have so much power (thanks to capitalism) that nothing can be done against them. Anyone who tries to change this, therefore, gains the ire of the entire class in power. As a result, they vanish, die, or joins them overnight.
Realizing this, the only way to do something for serious, is to first be unscrupulous and join them, then act, because if you aimed to join them without doing such things, they would one-up you at every corner through the fiscal advantage doing these things allows.
