Buffet is consolidating by unloading the positions he thinks will take the longest to recover in order to cover his favorite companies in the near term. By having a better cash position, he can buy up any dips in KO, maintain the dividends, and fend off any attempts to acquire potentially hostile bids into his other holdings. It was simply a matter of being spread to thin when the crisis hit.
