Not that opsec is not a thing, but LEOs don't typically have the resources to catch every or even many contraband buyers. They make their own buys to catch sellers, take over seller accounts and then try to catch administrators. If they take over as the administrators they might try to catch more sellers, but still likely don't have the resources to catch all the buyers.
