Miners don't "control" the protocol, they can't change the rules, the only thing they can do, is once they have >50% hashing rate is fork the chain to try to do some double spends.

But think about how this work. You'd essentially have a massive portion of the hash stop on the current chain as it mined the fork. It would be incredible obvious and costly scam that would be hard to even profit on.

If china controlled 51% of the network and started rolling back 6 block+ chains and pulling off double spend scams, the rest of the wold could just roll back / fork and ignore any chinese miners.

These centralized miners (literally a handful of people control the pools, see pic) hold like 95% of the hashing power and while they can't change the rules directly, they can vote to change the rules in the direction they want.
