Microsoft is actually very weak on the server side. Even "windows servers" in the wild are actually windows server VMs running on top of linux servers for the overwhelming majority of case. IIS is a disaster and security on windows has always been a joke, not to mention the pathetic tooling.
Things like word and excel never had a server-side, the move to cloud was theoretically harder than just writing the UI, except new web tech removed this barrier of entry because it's possible to run ELF executable straight in your browser now. Thus you are right, but for the wrong reason - it was just about writing a new web UI because there was no need for a server process to speak of. The cloud storage integration, which they had been rolling in since long before this move, had already taken care of the last piece of the puzzle they were missing.
For things like skype, you are right that the server was doing most of the heavy lifting and doesn't change in this instance.
Moving to cloud was 100% the correct move from a business perspective and if satya continues to successfully pivot like this, he might turn 2030's microsoft into a mid-late 2000's google, except with lots of legacy crapware and much better funding. Ultimately though, microsoft, like all big corporations, are extremely slow and hard to change, so we'll see how it goes. Additionally, they'll never be leaders on any front, ever.
