Leveraging up a company with debt to buy back stocks is not good. If a company has extra cash on hand (beyond a rainy day fund) and is already investing in new future ventures then sure buy back some stocks. Otherwise the former is just the executives taking short term gains for long term pain, even to the point of putting the company at risk of bankruptcy.

They are no different economically from dividends outside of tax considerations, which is part of the reason they're so popular. They also improve certain ratios in the company's balance sheet such as EPS, but unless you're smoothbrain, this should not affect investment decisions. If you like dividends, then you like buybacks.
