The true arbitrariness is in the distinction made between dependents over 16 and those under 16. If it rests on the assumption that dependents over 16 have more of their own income, that doesn’t hold up because the part-time positions that teens/college students have are the most dispensable, meaning they likely lost that source of income. Parents should at minimum be getting $500 for dependents over and under 16.
