If you're in the US, most (maybe all) platforms don't allow commodity/futures trading for retail investors. Best bet is some type of oil ETF like USO. Or buy companies you think stand to benefit from current low prices (tankers like FRO, TNK, STNG, DHT) or future higher prices (Exxon, Chevron, Shell, BP, Continental, Marathon, BP).

Oil can go back up to $150 just because someone in the Middle east fucked a camel. Electric cars and the infrastructure to support them are nowhere near where they need to be.
