Turns out it varies on how they collect the numbers of dead.

Sweden register everyone in the ward dying of a similar symptom to that of corona is added to the list. Some aren't even checked if they have the virus.

The norwegians require a confirmation by a licensed medical doctor via phone for registration that "yes, this faggot is dead and indeed, they had the wuhan flu"
