How would he use decentralization to help mitigate Coronachan's impact? Healthcare workers on the front lines are exhausted. They are getting sick. Clinical trials are too slow. Development of rapid tests is too slow. There are too many information silos in hospitals. There's too much disinformation and breaks in communication going around.
