The bigger issue was all the open bars, restaurants, and airports in cities all over the country for weeks prior to Spring Break. Spring break was more like retards piling on the last bits of straw that breaks the camel's back. Truth is that we should have had a two week lockdown in February with mandatory airport shutdown, have taken a slight hit to the economy that would have been easy to recover from, and have been absolutely proactive in all areas of containment.
