The media age in the US is about 8 years younger but we are also far unhealthier. Quarantines are not about reducing total cases but the case rate. The United States has also been hit because out hospitals are built for efficiency and so it is not hard to overwhelm them. The rate also dictates when you have supply shortages (not just ventilators) that result in more deaths - Italy literally had people dying in hallways - as well as snowball when the doctors themselves get sick. That further reduces the patient load they can deal with and you get even more deaths than if you had a lower rate (but same total).
The quarantines are mostly to slow down the number of people that can then give it to patients at risk. The alternative is to sequester the entire 60-70+ demographic of the United States for months otherwise.
More long term though we are fortunate that this disease does not seem to target the very young at appreciable rates (the 1918 flu did). What would be the answer there? Would it still be wise to weigh the economy over lives?
I think in the long term the entire healthcare system in the United States just got scared shitless by the possibility of serious outbreaks that Asia has been dealing with for a long time now (H1N1, Sars, MERS). I think that the reason there is this market cult is because both consumers and firms run on so much debt that they have no savings to pay bills even 2 months out. That might be a real culture change.

It's not the amount of money the fed prints but rather the velocity of money. And once people realize they can go outside and consume and countries realize their currency hasn't collapsed the rug will be pulled out from underneath the USD suddenly. If it's sustained and significant then the fed may be forced to raise rates, but I fear Jerome is too much of a pussyfooted lacky of the White House to do this. So if you think stock go up, you buy a call.
If you think it go down, you buy a put.

Buying a call lets you sell 100 shares for X price by X date. But how is that different from jut buying 100 shares and setting a limit sell?

How do you make money off a put if you have 100 shares of a stock thats going down?

You don't exercise the option. You sell it for a profit. You're just buying an option, waiting for it to become worth more, and selling it. Most options go unexercised because it takes big bucks to exercise, say, 100 options of SPY (100*100*current price of 250ish = 2.5million to exercise all those options).
What you are making money off is called the premium. How much the option is worth. If you bought 1 option (100 contracts) at 1 dollar per contract, and sold it at 2 dollars per contract, you just made double your money. As an options trader, that's all you're looking for.

Its not hard. Calls are normal stock transactions.

Buying a call lets you buy 100 shares for the strike price at the date of expiration if its in the money. If a you bought a contract on BA for 100 dollars and on the date of expiration its 140, you're in the money and you can buy 100 shares of BA at 100 dollars instead of 140.

Buying a put lets you sell short 100 shares for the strike at the date of exipiration if its in the money. If you bought a contract for BA with a strike price of 100 and on the date of expiration it ends at 80, you get to sell the 100 stocks to the writer of the option at 100 dollars even if the price is 80.

In practice though you don't usually excise the contract unless you have the money to do so. Most people just gamble with the premium that is charged for the option, which is affected by the greeks (Delta, Theta, Gamma, Vega), IV and sometimes other ones like Rho.
