1. The EU is not a single nation. The EU CDC has not been authorised to have any power over national health policies. The same people who are now blaming EU during the crisis, are the same people who are nagging that EU should not have much control over local policies when it's not a time of crisis.
2. The US does not have solid financial plan. The current one is not through yet and it will not be enough. Unknown phase 4 probably coming. Besides, the current package is fucking questionable.
3. The EU countries an have existing unemployment support and health care that actually is available to the population and the systems do not need to be made up in addition to the special infrastructure needed during the emergency.
4. EU does not need "common financial plan" at this point because the independent nations make their own and they are able to take loans themself. Again, nations - not states.
5. When it comes to ECB, the QE medicine is not significantly different compared to the US (though need for capita adjusted QE has been much lower which implies US is more fucked)

EU countries will have big differences due to the different local resources and political situations. But in general I bet the EU will handle this much better than the US.

The incompetence and inability to take actions might actually save the EU. I don't believe buying up debt and feeding money into the system, which are gonna stay dormant for 6-9 months are a better solution than doing nothing.
