It's a refundable credit for 2020, it's not taking from your other credits. That language just says that if your 2020 wages are different from the tax year that qualified you for the trumpbux, you might get the rest of the credit when you file.

For example if your AGU was $80k in 2019 so you got a reduced payment, if you make less than 75k this year, you will receive the rest of the $1200

It's saying that what you get is based on your 2018/19 income (your bux taper off from $75k-$99k income), but if your income in 2018 was $98k but in 2019/20 turns out to have been only $75k, you'll get the package later.
